JCCEO LIHEAP Utility Heating Information
The Low-Income Home Energy Assistance Program (LIHEAP) is federally funded and administered through the state of Alabama. JCCEO administers the LIHEAP Utility Assitance program for eligible households with utility deposits and/or utility payments. Funds are paid directly to utility companies and vendors.

LIHEAP Utility Assistance Application Process
Due to the COVID-19 Pandemic, JCCEO has changed how our agency provides services to our community. JCCEO LIHEAP Utility Assistance application packets can be downloaded online and also available for pick-up and drop-off.
Download and Mail-in your application.
Clients who have access to the internet computers, tablets, or smartphones can now download the LIHEAP Utility Assistance application and return the application to the JCCEO DROPBOX or mail it to JCCEO Headquarters ATTN: LIHEAP 300 8th Avenue West Birmingham, Al. 35204. If you wish to digitally sign the application, click the tab below to download the application.
TO DIGITALLY SIGN THE APPLICATION, YOU MUST OPEN THE APPLICATION IN A PDF READER. (Adobe Reader, Foxit PDF Etc.) attach all documents requested, and drop them off in the JCCEO Dropbox.
Pick up Applications
JCCEO LIHEAP Utility Assistance application packets are available for pickup at the JCCEO Headquarters Office located across from Legion Field. Just complete the packet with the required documents and place the application in the JCCEO DROPBOX located outside of our headquarters location, 300 8th Avenue West Birmingham, Ala. 35204.
JCCEO LIHEAP Utility Assistance Guide
The Low-Income Home Energy Assistance Program (LIHEAP) helps qualified households in meeting the rising costs of home energy. Please read the instructions carefully and use the step-by-step guide below to ensure you are submitting a complete application. Failure to provide requested information and documents will delay your application process.
Proof of residence-tax card, lease, or deed. (If the applicant is in subsidized housing, you must provide a current section 8 and or public housing lease)
Proof of income for the previous month of applying - for yourself and all household members paycheck, stubs, social security award letter (2021), retirement income, unemployment compensation, child support documentation, alimony, veterans payment, and rental income.

Picture ID - Driver's License
Social Security cards for yourself and all household members
Most recent utility bill. (IF YOUR UTILITIES ARE OFF, YOU MUST PROVIDE AN ITEMIZED STATEMENT FROM YOUR UTILITY COMPANY)
