    • The JCCEO HEAD START-EARLY HEAD START Programs receive 80% of the funds necessary to operate its program from the Federal government. The other 20% must come from the community in the form of "In-Kind" or "Volunteer" services and other material and financial contributions to the program. To request a copy of the complaint form, call (866) 632-9992. Submit your completed form or letter to USDA by:
