 Neighborhood Stabilization Program 

The Neighborhood Stabilization Program (NSP) is a HUD-funded program authorized by the Housing and Economic Recovery Act (HERA) of 2008.  NSP acquires and redevelops foreclosed houses in Birmingham that might otherwise become sources of abandonment and blight.  Houses acquired through NSP are rehabilitated, resold, or gifted to to other non-profits in order to stabilize neighborhoods and stem the decline of market value of neighboring homes.

 

Families and/or individuals who are interested in participating must:

 

1.  Complete an application for homeownership with JCCEO.

2.  Provide the following documents as part of their application for homeownership:

a)  Proof of Income (prior year income tax return, 4 weeks pay check stubs, statement from Social Security Administration, child support declaration, etc.)

b)  Verification of Deposit for down payment and closing costs (bank statement).  If divorced, a copy of the Divorce Decree.

c)  If filed Bankruptcy, a copy of the Bankruptcy documents. If discharged from bankruptcy, copy of the discharge letter or statement.       

d)  Authorization to pull credit report.

e)  Any other information required to determine eligibility.

3.  Attend an 8-hour Financial Literacy Session.

4.  Attend an 8-hour Homebuyer Counseling Class.

5.  Apply for a non-predatory mortgage with a lender of their choice.

6.  Applicants have the liberty to identify and submit to JCCEO the address of a foreclosed or abandoned property within the City of   Birmingham.


Potential purchasers of NSP homes will be strongly encouraged to obtain first mortgage financing from a lender.  The City of Birmingham is willing to provide partial subordinated financing at a reasonable level in order to make transactions possible.  In the event that qualified purchasers are unable to obtain a non-predatory first mortgage, the City of Birmingham will consider permanent financing for a term of up to 20 years at an interest rate of 3%. Borrowers, however, must first demonstrate their attempts at finding private financing.  All loans will be underwritten by a third party.  For more information call 205-933-8294.
